Understanding Roscommon County Releases
A release from Roscommon County Jail means that the jail's physical custody ended. It does not always mean the person went home. The event may be bond, personal recognizance, dismissal, time served, sentence completion, probation, transfer, a writ, or pickup by another authority. A death or medical movement can also remove a name from the current interface. The dated jail entry is therefore more useful than the simple fact that a name disappeared.
Different agencies preserve different parts of the trail. The Sheriff holds the local booking and release data. Courts preserve the order or case event that authorized a change. The Michigan Department of Corrections, or MDOC, records state-prison parole and discharge. Federal systems cover only their own custody. The strongest conclusion pairs the release date and time with the legal authority and destination.
Roscommon County Release Types
The release code or description determines which record should be checked next. Community release and transfer are both exits from the jail building, but they are not the same legal event. “Time served” means the imposed local term was met, often with court-awarded jail credit. A detainer is a request or legal basis for another agency to take custody. Parole is supervised release from prison, while probation is court-ordered community supervision that may occur without a prison term.
| Release event | Meaning | Next record |
|---|---|---|
| Bond or recognizance | A court authorized release subject to stated conditions. | Court bond order and jail release time |
| Dismissal | The charge ended, though another case or hold may remain. | Signed court order and jail record |
| Time served or sentence complete | The local jail term and credited time reached its endpoint. | Judgment, jail credit, and release entry |
| Probation | The person is in the community under a court order. | MiCOURT, court order, or supervising office |
| MDOC commitment or parole | The person entered state custody, or left prison under state supervision. | OTIS profile and MDOC records |
| Intercounty, federal, or ICE transfer | Roscommon custody ended while another authority continued custody. | Sending and receiving agency records |
Roscommon County Release Record Fields
A Roscommon release record may be called a booking/release sheet, jail history, proof of incarceration, release authorization, or transfer record. It is not one universal form. Request the existing record that ties a named booking to the custody-change event. The booking photograph should be identified separately because it documents intake, not the later release reason.
| Field | What it establishes |
|---|---|
| Committed name and booking number | Connects the event to the correct jail admission. |
| Booking date and time | Shows when Roscommon custody began for that booking. |
| Release date and time | Shows when the jail processed the physical custody change. |
| Release code or disposition | Describes bond, time served, transfer, or another recorded basis. |
| Authorizing court or agency | Points to the order or office behind the event. |
| Destination or receiving agency | Distinguishes community release from continued custody, when releasable. |
| Related case number | Connects the jail entry to the court record. |
A court may enter an order before jail staff complete processing. That is why the docket time and physical release time can differ. For a state prisoner, a parole grant also precedes departure. MDOC says the Parole Release Unit handles placement and that at least 28 days ordinarily separates the decision from physical release. OTIS “Date Paroled” is stronger proof of departure than an eligibility date.
Request Roscommon County Release Records
Roscommon's Administrator/Controller serves as FOIA coordinator. The county form is useful but not mandatory under the published policy. A narrow written request creates the clearest trail and helps limit search labor. Ask for an existing record, not a new report or an answer that the county must research.
- Give the full committed name, known aliases, date of birth, booking number, case number, and an approximate date range.
- Request the existing booking/release sheet, jail history, or proof-of-incarceration record with booking time, release time, release code, authority, and destination if recorded and releasable.
- Choose copy, certified copy, or inspection. The form supports pickup, mail, digital media, and email.
- Ask for an itemized estimate before work exceeds a stated amount. Request electronic delivery when practical.
- If part is withheld, ask for the nonexempt remainder and the statutory basis for each redaction or denial.
A written Michigan FOIA request generally receives a grant, denial, partial grant, or one extension notice within five business days. One extension may add up to ten business days. This is a response deadline, not a promise that a large production will be finished then. The policy allows actual payment before delivery and a deposit up to half when a good-faith estimate exceeds $50.
The official Roscommon County Sheriff page identifies the jail and its inmate-search gateway.
The county page helps route a request to the agency that created the local booking or release record.
Roscommon County Release Record Laws
Michigan FOIA, MCL 15.231, declares a right to inspect or receive copies of public records, subject to exemptions. MCL 15.234 governs itemized fees, and MCL 15.243 contains privacy, law-enforcement, security, and other exemptions. Roscommon's policy caps letter or legal paper copies at $0.10 per sheet, uses qualifying labor charges, and permits actual economical media and mailing costs. There is no verified flat price for a release sheet or booking photo.
Retention depends on the system. Roscommon JailTracker has no published release archive or retention window. OTIS keeps a public profile for three years after MDOC discharge, unless it is removed earlier after a set-aside or by law. That public display limit does not show when the underlying record is destroyed. Court and jail records follow separate rules.
A set-aside under MCL 780.623 makes specified conviction, arrest, biometric, and sentence records nonpublic. It changes public access, not the historical date of release. Juvenile, sealed, and protected records remain restricted and should be sought only through an authorized route.
Historical Roscommon Jail Release Context
An official December 2008 MDOC report listed Roscommon County Jail's rated design capacity as 96. The figure is historical. It is not a current population count, release total, booking volume, or average length of stay.
No current official annual release count was found. The old capacity cannot support an estimate of how many Roscommon County inmates leave custody in a day, month, or year. A named person's release must be established from that person's record, not from a facility-wide figure.
Roscommon Release Property and Proof
The county jail information page says personal property will not be released while the person remains in custody. It also says originals of mailed letters and photos go into the person's property. The page does not publish the pickup procedure after release. Call the jail at 989-275-9070 before travel and ask what identification or authorization is needed.
The Sheriff's official FAQ offers an unusual in-person record path: proof of incarceration may be obtained at the jail visitation entrance with photo identification.
Call first to ask whether the proof includes admission and release dates. If it lacks the needed fields, request the existing booking/release record through FOIA.
Roscommon Release Charges Need Proof
The county's May 2025 financial report lists jail revenue categories for custodial beds and “Room & Board–Sentenced Inmates.” It shows $90,137.50 year to date for that category against a $40,000 budget. Those figures document a county revenue line. They do not establish that a named person owes money or reveal an individual daily rate.
Any person-specific balance must come from an official account or notice. Do not divide the budget figures by a guessed number of stays or days. The Sheriff's separate $20 incident-report charge is also not a quoted fee for a booking/release sheet or photograph.
Find Roscommon County Released Inmates
Roscommon does not publish a verified rolling release list. The official JailTracker is a current-custody tool protected by a case-sensitive four-character CAPTCHA. It has no documented recent-release mode, cadence, archive, or release-retention period. Use it to test whether a person appears in the jail now, then follow the record path that matches the case.
- Identify the likely last custodian: Roscommon County Jail, MDOC, BOP, ICE, USMS, or another county.
- Check current Roscommon JailTracker. Treat a match as a present-custody lead and a nonmatch only as “not found now.”
- Call the jail and ask whether it can confirm the release date and whether the event was community release or transfer.
- Search Roscommon's court trail for bond, dismissal, sentence, commitment, probation, or discharge.
- Check OTIS when state prison, parole, or felony probation may apply. Check MI-VINE for agency-fed custody information.
- Use BOP, ICE, or the federal docket only when a federal custody path is supported.
- Request the dated jail record when the public systems do not settle the question.
For a narrow recent window, the Released Last 24 Hours page explains the same no-feed limitation and the correct same-day fallback.
Roscommon County Court Release Trail
Every Roscommon criminal case begins in the 82nd District Court. Misdemeanors remain there through sentence. Felonies begin with district-court arraignment and preliminary stages, then proceed to the 34th Circuit Court as applicable. A full release inquiry may therefore require records from both courts.
Start with the MiCOURT Case Search, choose a participating Roscommon court, and search by party name or case number.
The Register of Actions may show bond, dismissal, plea, sentence, jail credit, commitment, probation, violation, or discharge. MiCOURT is informational, so obtain the signed order from the clerk when exact wording matters.
The official 82nd District Court page identifies the local court where Roscommon criminal matters begin.
A docket can explain why release was authorized. The jail record remains the best source for the moment physical custody changed.
Search Michigan Release Records
The MDOC Offender Tracking Information System, known as OTIS, covers prisoners, parolees, felony probationers, absconders, and people discharged from MDOC within the last three years. It excludes county-jail-only cases. Accept the terms, then search by committed last name or MDOC number. A surname wildcard is available after at least three leading characters.
Open a possible match and compare the MDOC number, date of birth, aliases, physical details, sentencing county, and court file. A label alone is not enough.
| OTIS field | Release meaning |
|---|---|
| Current Status: Parole | The person left prison but remains under MDOC authority. |
| Date Paroled | The date the person left prison or received parole status. |
| Current Status: Discharged | The displayed MDOC supervision has ended. |
| Discharge Date and Reason | Shows when and why the displayed MDOC order ended. |
| Assigned Location | Points to a prison or community supervision office. |
| Earliest Release Date | The first Parole Board jurisdiction date, not a promised departure. |
| Maximum Discharge Date | The controlling sentence endpoint, distinct from earlier parole. |
Michigan truth in sentencing requires covered prisoners to serve 100% of the judicial minimum before parole consideration. It is not a general 85% rule. An eligibility date can change, and a parole grant still requires placement and release processing. Confirm departure through Date Paroled or MDOC.
Verify Roscommon Release Supervision
OTIS “Parole” means the person left prison but remains under MDOC authority. “Probation” means the person is supervised in the community under a court order and does not necessarily mean the person served time in state prison. The Assigned Location field points to the supervising MDOC office. The Roscommon MDOC Parole/Probation office is at 500 Lake Street and can be reached at 989-275-5422; the official directory does not publish hours, email, or a walk-in rule.
Misdemeanor probation uses a different office. Roscommon's 82nd District Court Probation Department is at the same street address, operates Monday through Friday from 8:30 a.m. to 4:30 p.m., and can be reached at 989-275-8668. Check the court docket and OTIS before choosing an office. A signed discharge order is stronger evidence that probation ended than a date calculated from the sentence. More office and status detail appears on the Parole / Probation page.
Roscommon County Release Notifications
MI-VINE is Michigan's free, confidential custody and notification service. Participating county jails may provide release, transfer, or escape alerts. Eligible court events and general MDOC release notices are also available. Roscommon participation should be confirmed in the live agency selector because statewide availability does not guarantee every local feed.
Search for one person by name or booking or offender ID, compare age or date of birth and agency, then read the exact status. “Out of Custody” means out of the reporting agency's custody. It does not rule out MDOC, Oscoda County, another jail, BOP, USMS, or ICE.
The Michigan Public Sex Offender Registry is a separate, narrow channel that applies only to people legally required to register. The official registry search can corroborate an authorized public community status but cannot provide a general jail release date or reason.
A missing registry result has many possible legal causes and does not prove custody or release. Use the jail, court, or corrections record for the actual event.
Roscommon Federal Release Records
The federal path depends on the agency. The BOP Inmate Locator covers federal inmates from 1982 forward. Search by BOP Register Number, DCDC, FBI, or INS number, or by first and last name with optional identifiers.
A past release date with “Released” or “Not in BOP Custody” confirms departure from BOP only. “IN TRANSIT” is not release. The person may be in another system or under federal supervision. BOP says its data update daily but warns dates may change.
ICE's Online Detainee Locator System tests current immigration detention; it is not a historical release archive. USMS has no comparable public historical locator. When a jail or court record points to those agencies, use ICE ODLS, the federal docket, the actual holding facility, the local USMS district, or a specific agency records request.
Roscommon Release Transfers to Oscoda
An official intercounty agreement runs from October 1, 2024 through September 30, 2026. It provides for Roscommon to hold certain Oscoda County prisoners at $35 per bed-day, subject to the agreement's terms. The rate describes the counties' custody arrangement, not a released person's bill.
This arrangement makes destination essential. Someone can leave the Roscommon County Jail building yet remain under Oscoda authority. Ask the jail record for the sending county, releasing authority, event type, and destination. Then confirm the result with the sending county or receiving agency.
Getting Home After Roscommon Release
The Roscommon County Transportation Authority is a rural transportation option. Online ride requests require at least 72 hours of advance notice. For a trip needed within 72 hours, call 989-366-5309 and choose option 1. The authority states an arrival window of plus or minus 15 minutes.
No source says the jail arranges or guarantees an RCTA ride. Confirm the actual release time and pickup point with the jail, then confirm the trip with RCTA. Do not assume walk-up service or Sunday service.
Roscommon Release Support Questions
An official Roscommon budget packet identifies an “OUD Treatment and Support Program” and refers to a jail program with transportation and support appropriations. The packet does not publish public intake steps, eligibility rules, medication details, or guaranteed help after release. Ask jail or county program staff whether the named person may seek information and what process applies.
Eligible people under MDOC supervision have a separate Offender Success Reentry Services route. Access is coordinated through the parole agent. It is not an automatic service for every Roscommon County jail release.
Roscommon Released Custody Comparison
The same name can appear in one system and vanish from another because each system answers a different question. Match the tool to the custodian and date.
| System | What it answers | What it cannot prove alone |
|---|---|---|
| Roscommon JailTracker | Whether a person is found in the current county interface | Why or when an absent person left |
| Jail booking/release record | Local custody dates, event, authority, and possibly destination | Later custody in another system |
| MiCOURT and signed orders | Bond, dismissal, sentence, commitment, or probation basis | The exact jail processing time |
| OTIS | MDOC prison, parole, felony probation, or recent discharge | A county-jail-only release |
| MI-VINE | Agency-fed custody status and alerts where available | Freedom from all custodians |
| BOP locator | Federal BOP location or past/future release date | Roscommon, MDOC, ICE, or USMS status |
- Parole
- Release from prison into MDOC supervision.
- Probation
- Community supervision ordered by a court.
- Discharge
- The end of the displayed sentence or supervision authority.
- Detainer
- A basis for another authority to hold or receive the person.
Roscommon County Release Facilities
Roscommon County Jail is the verified adult county jail. Its release record, Sheriff contact, court trail, and any receiving-custody record are the local adult path. The juvenile detention center is separate and restricted. No public youth name or photo release list should be expected.
- Roscommon County Jail: adult local custody, local sentences, and some intercounty detention.
- Roscommon County Juvenile Detention Center: restricted juvenile records through authorized facility and court routes.
- Michigan Department of Corrections system: statewide prison, parole, and felony probation records through OTIS and MDOC.
- Federal Bureau of Prisons system: sentenced federal custody and release-date records.
- ICE detention system: current civil immigration detention checks, not a release archive.
No MDOC prison, federal prison, or ICE detention center was verified inside Roscommon County. A case can still move into those systems. The authority that actually held or received the person controls the relevant release or transfer record.
